Well, the licences are just there to prove that you're a professional and can legally do it. This, of course being genocide, it just means we're pros at killing off an exorbitant amount of people and will be continuously pursued if your licence is used. You can be a pro without one. But enough about killing, I'm going to move on with my next anarchy causing project.
