Well... this could be interesting to watch... a girl who was an Alpha Witch who ended to be as brave as Dipper and it could happen due the last chapter (Not What He Seems), yeah... the MC (Dipper) leaving the group and she could "compensate" the loss. She has shown some hint that she could be an Action Girl, she is excellent in most things, and maybe she is smart too.

I can't be 100% certain on this, but I think the line of gibberish reads "It's not going to be easy kid."
My guess is that it's being spoken by the Bill brick, which is all that remains of Bill's physical body, which was destroyed/damaged by either Pacifica or another, more powerful force, and being dragged along by Pacifica against his will to save the Pines and friends.
