Theese emoticons should be a welcome addition to the standard MSN ones.
Especially the
emoticon 
If you like all the smileyfaces to be the same color, there's one yellow and one green set included in the zip-file!
What? Did you say you wanted a new avatar/icon as well? Then why not try one of theese: [link]
Ps: You need MSN messeger 6.0 or newer to use custom emoticons and avatars.

Non-animated emoticons are 19x19px if i remember correctly. Just pop up a new document in Photoshop and start drawing. Get inspiration from the emoticons on DA perhaps?
Save them as gif (supports 1-bit transparency, remember that a few stupid kids may have other backgrounds than white 
If you have more than one frame in your gif (e.g. for animation or to fool the 19x19 limit) your file can be 50x50px. There's also an upper file size limit but I don't remember it.
Also, profile image are 96x96px (save as 24-bit png for best quality). You basically have to try out these things or Google very hard because Microsoft never include such helpful facts in their help files...

Some do, some don't... I've talked to one guy that suggested making them all the same color because he likes it that way, so i thought maybe more people like it like that... Another friend of mine prefers them in different colors though... *shrug*
