The poor guy just isn't sure.Isn't sure about who his voice actor is, either. His part was an uncredited role voiced by Goldenrusset.
It's like he's begging on behalf of all background ponies for more screentime.
Okay, I think that's enough warping things to my own viewpoint.
This pony is referred to as either "Mochaccino" (fan-name based on his color scheme prior to his cutie mark being shown), or "Rare Find", his name on Enterplay's MLP CCG.

How can I do the magic aura on GIMP?

I wouldn't know, to be honest. Β The only tutorial I've ever used was for Inkscape. Β If you're up to it, you can draw an aura in Inkscape using it, and then export a PNG of it to use in GIMP or whatever raster program you want to use.
