"You wear a skirt, Ruby."-Weiss Schnee, RWBY Volume 5 "Rest and Resolutions"Even though Chibi universe is fiction, this is first time Ruby has ever mentioned pants and we never get to see them. She has always followed trope of Proper Tights with a Skirt, excluding PJs which don't count at least to me.

Yes, although there maybe a visual reason for it. Ruby's skirt pattern does tend to resemble petal arrangement of a flower, say a rose.
