Well...Maybe she IS Really powerful...Like seriously! (Just looks at her power in UNL...She can beat Yukari's train OMG...)
She uses one of the four basic power of nature...Ice
Just imagine what evil she might create with that power...
...like freezing all sources of clean water...
...making an infinite winter...
...or even (possibly) CREATE a Lightning! (If she would be inteligent she should know how Lightning strike in created)
Or she might be cunning and freeze Reimu using her instant-freeze powers when she touch something! (while Reimu is cautious to youkai's Faires are so stupid that she won't be prepared for sneaky attack...especially from Crino)
Even if Reimu would be cautious against her Crino could be tactic and use Fairy Trio (Luna Child can mute sound and make sure that nobody will detect them her Sunny Milk is able to make herself and others unable to be seen, give off light, bend the light of the sun & shine on shadows, and reflect danmaku that was made of light...like Reimu's Fantasy Seal and other light-based danmaku while Star Sapphire will detect any hostiles that might break their plan like Marisa...oh and Sunny Milk is propably totally immune to all her attacks like Master Spark...) And Use Clownpiece as a distraction. (She might drive others to madness giving them some time to hide the evidence)
Also because Crino is the strongest Fairy She can be a great leader and she might have (or gain due to increased inteligency) ability to leadership an army of fairies! (She was a leader in GFW but because there are no reasion of controlling an army of fairies she give up on becoming a leader)

But does she actually stupid?
Well she doesn't act like a smart person because she's a child and Inteligence doesn't mean knowledge (You don't need to know math to be inteligent...like me!...yeah i suck at math...)
But the biggest reasion why she isn't a huge threat is her immortality...She don't need to be worried about enemies...she never losses somebody close to her...She is a fairy so she doesn't need to eat (But that doesn't mean she doesn't eat humans...) and sleep...and she doesn't know about Survival instincts...and REVENGE...so all she can do is make jokes to others...

Maybe she isn't stupid...
Maybe she just choices to BE stupid so she don't need to be worry about anything OR maybe she act like stupid person because there is nothing to worry about...
She just choices the easiest way of dealing her immortal life...
