Despite Kamen Rider SAVER defeating Error Chara, as his moniker implies, he wants to save them. However, Error Chara has already given their word and wont go back on it. This means, even though SAVER has offered them a new life where they could be free to just be themselves, Chara will refuse and stick to their plan. Chara's are kinda stubborn in that regard.
Anyway, Drawing this made me realize I need to work on my wings more... but then again, I don't draw wings that often... well, one more thing to improve on.
