Admiral Ryzer is a male human Imperial officer served on Tao during the rebellion on that planet. He recruited Ochō to join the Galactic Empire's armed forces but is forced to hand over control of the world to the Netherworld Empire by Grand Moff Wilhuff Tarkin. When Ryzer tries to protest, Tarkin silenced him while reminding him that he can dispatch a certain Sith Lord for questioning the Emperor's orders.

Years later, in the wake of the Battle of Yavin, Admiral Ryzer represents the ISB on the Joint Chiefs Council while remarking on how things have gotten out of hand in the Outer Rim to then-High General Cassio Tagge before the latter receives his promotion to Grand General and assumes the post of Supreme Military Commander.

Ryzer was on Coruscant when the shocking news of the Emperor's death at Endor triggers a planet-wide celebration before it eventually descends into a bloody civil war. He was present when Ysanne Isard later manipulates the Ruling Council and Joint Chiefs in staging a coup which overthrows Galactic Emperor Sate Pestage but was later assassinated by Ocho, now an admiral and a willing enforcer to Ysanne Isard.
