this was actually one of the earlier lunar empire soldier pics and we see character lightning putting on the visor and later in full uniform, but is she brainwashed, its actual possibly no, the visor would only do that if she wasn't actually part of the empire, and her sister is married to the emperor, maybe her reaction in the second panel is because she surprised and the lunar god of light is just admiring the loo of this soldier that is tied to its power... that or she did get brainwashed and turned into a loyal soldier, its up to you.and yes that person on the right is the lunar god of light, no we don't know what gender it is.
