If only she was drawn like this in the anime. Even in Super, Toriyama's art style is still stuck in the 90's. Some of the faces and characters look downright horrible

Not strictly needs to be drawn with this style. It just need decent drawings based on 90's style (obviously evolutioned to nowadays, but without separate from its roots, something a bit more mature), and Toriyama doesn't make the drawings anymore, it's now Toyotaro's job.
