I would probably think more of a 70ies café and bar waitress when designing a Top Gal, seeing as they're usually portrayed as rolling around on rollerskates xD
Now I kinda want to see her in either that type of outfit, or her with a bit of an tuxedo and tophat look

That's a really neat idea, I'm sure you could come up with some pretty awesome stuff :3
Also in the long run, like when you're putting your own designs and ideas into the Gal versions, they will be more memorable. Like your Air Gal, Metal Gal and Needle Gal
