Description
A Red-Eyes Version of the Time Wizard!Effect:
Once per turn: You can toss a coin and call it. If you call it right, destroy all monsters your opponent controls, and if you do, inflict damage to your opponent equal to half the highest original ATK among those destroyed monsters (your choice, if tied). If you call it wrong, destroy as many monsters you control as possible, and if you do, take damage equal to half the total ATK those destroyed monsters had while face-up on the field. You cannot conduct your Battle Phase the turn you activate this effect. (Quick Effect): You can Tribute this card and 1 Level 3 or lower Dragon monster you control; Special Summon 1 “Thousand Dragon” from your Extra Deck.

For the last effect.... due to the monster tributing itself... the "once per turn" doesn't matter as it isn't a hard once per turn.
