I made this for something I'm making.Base is free to use, just make sure to credit me.
It's the paffendorf dance from Lucky Star.

Do you know the correct frame rate? I am trying my fastest rate on photoshop elements (.1 sec) and it is still too slow. I went on Iaza, the site mentioned above, and used their fastest speed (.01 sec) but it seems to be going exactly the same speed as the .1 second frames.

If I ever get on another base-making kick, I'll put that onto my to-do list. I'm sorry I haven't done it yet, I probably should have done that when I made the dumb base. I'll see if I even still have the actual image on my computer. XP

Well, I created it in photoshop elements and made it into an animated GIF so I'm guessing, uhm... You could go look for tutorials and use photoshop? Iono. Sorry.

Very handy website for animating. =3
All you have to do is "Load Image", load the first part of the animation, and then go the the "create" column and then... "Frame Animations". Upload the frames one-by-one, set the timing for the frames... And there you go. ^^
Just a little tip for ya to suggest to others. They'd need an animation program or the frames for this animation though.

Oh, the base?
It's a GIF, so you need Photoshop to use it.
You can find tutorials online of how to use it, but the simple way is to save the GIF and open it in photoshop. You edit the layers (those'll be your frames) and when you're done I think you export it as a web image, I don't know how the different photoshops work.
