I'm curious, regarding these Classic Who comic re-releases- I know that they're colored reprints of DWM material from past decades, but I was wondering if they are the same comics that Panini released in graphic novel format in the UK. Are they?

Yes, its the same material. Panini published it in the original black and white and IDW is having them colored up. So it fans of these comics can have their preference.
