UPDATE: I made BB's eyes red to make it more obvious that he's BB and not L. :3 Also, I like to think he has red eyes all the time seen as well he can get away with having Shinigami eyes without having touched a Death Note!
Because Jeff the Killer is scary as hell, and they still look so similar.
I started this: sta.sh/02aytpddmxx4 about a year ago, so I thought I'd re-draw it since it wasn't exactly great.
Charlie and BB, Schiz and Jeff.
I changed Schiz' design a bit - the colours.
Oh, and I always assume Jeff the Killer has a bad swearing habit, so...swearingohmygod!!!

It's neither! It's a 'creepypasta', which is a piece of fictional lore made up to scare people on the internet.
Basically, someone online wrote a fictional story about a kid who killed three bullies in self-defense. They covered him in bleach (which is why he has white skin and no eyelids) and he cut his own mouth into a smile (to make himself 'happy') before he went bananas. It's a pretty over-rated story, but people like to write and draw a lot of things about him - it is quite fun. :3

Yep! But actually, that isn't L.
That's a character from a Death Note book called 'The LABB Murder Cases'. It's about a boy/man who grew up with L at the orphanage. He looked identical to L, but the only difference was that he had red eyes - the eyes of a shinigami - since birth.
He used to be L's second successor until he went a bit loopy and killed some people in LA.
You should read the book - it's brilliant. He's called 'BB' or 'Beyond Birthday' and he's a great character with even more similarities to Jeff! He's obsessed with jam, he kills people who are destined to die, and he's frickin' awesome!
Seriously, read it. It's amazing. :3

though id like to point out that beyond likely never knew L in person, as L tells naomi he "knows of B, not know him," to paraphrase. i think there might have been some suggestion that mello was around at the time B was at wammys house, though
