Because he was an obnoxious dumbass whose horrible leadership directly resulted in dozens of deaths and he was part of the reason none of the characters in XIII did the right thing, which was die rather than doing what the villains wanted.
Though in my mind the entire ending was just a delusional dream in Fang's mind after she broke from seeing her allies seals give out. It's the only thing that let's me maintain the delusion that video games never made something as bad as Twilight.
