I took the image, copied it onto a bigger canvas (only like 10px bigger than the original image), selected the image, right clicked the image, said "make section into path", which turned the selection into a pen tool path. Selected the pen tool, changed my brush settings so they made dots, then said "stroke path" and boom; dotted border.
Sounds much, much harder than it seems LOL.
