That's not just a dragon... I do believe that would be the great Niv-Mizzet of the Izzet guild of Ravnica.
(Or a Hypersonic Dragon. I'm not wearing my glasses...)

Holy, exquisitely magnificent! The Dragon is stunning and the Plasm is incredible! The character, colors, lighting, fire, expression, style, and other details are also spectacular! Amazingly beautiful work!

The dragon's blast, too the look of the spell effective way of countering the affect of it!! All delicious in style and Beauty! An the detail in the setting and color usage give such a perfect atmosphere! An I love the perception of depth and scale in the perspective of this too!

The staff reminded me vaugly of something I saw in Skyrim and I thought how fun it would be if you could use this spell in the game.
