Yes, the characters are similar in design. But they have their differences that each set them apart. All over the internet you will find characters that may be inspired/influenced by others. But they take their own spin on the design, and make it their own. And design is only one part of a character.

They're too similar, you can't really expect me to believe this is a mere coincidence that the person who asked you to draw this character ended up asking you for something that's only slightly different than Noire.
You were just doing your job and doing what the commissioner asked, but you really can't expect me to believe they weren't aware of the other character.
It's not like it's just a purple cat with blue hair, Noire is a very unique character and the fact that it was mimicked right down to the ear shape, horns, stripes and monster tail... Yeah, fishy.
