Description
He was Count Dregon from the alternate timeline where he took the power of Masked Riders from his brother and nephew Dex and destroyed the Masked Rider Warriors. He discovered there are more riders in another universe while Count Bludgeon invades other Rider worlds. Masked Rider Dregon has stepped on the multi timelines, destroy his competitor, and then the rest of the Riders he sees.

He is Arbiter for Rider but he also has the army of Roboriders(Shadow Moons/Shadow Riders).

This is mixed with Red Shadow moon, SIC version, and Count Dregon's clone aka Jark Midler
