I have some flower effect in my gallery and a blue sakura effect, but you're probably better off with the model of the sakura petals, they have individual petals with their own bones so you can animate them to your convenience :3

With this kind of effect, you simply open up the png file with paint/photoshop/ any kind of image- editing software. Then you paste a picture of the rain that you want in the effect, save as a png. and it's done! There is a tutorial in my gallery if you're wanting it step-by-step

To open an fx file you can use notepad, but for me i use PSPad editor
