I like it! The fire boiling over the mouth is awesome, it actually make shim look rabid. Really cool touch. You're right about the legs though, the short look is really chibi. The oversized head actually works, though, especially if its a villainous character. Making their heads slightly bigger is a trick used for making somebody look evil!
