Second in command of the Hunter's guild (by proxy), little miss Kara is a bit of a rebellious one who doesn't always get along with her peers. But what she lacks in leadership skills she attempts to make up for with brawn and tenacity.
note that she can't exactly inhale through a leaf, so it's more like an incense stick than an actual cigarette. Most kinds of cigarettes and cigars are illegal in Parai, but Panchams and Pangoro can slightly cheat the system.

So smoking is a really rebel action since is illegal. What about getting drunk or confused with drinks or berries?
I'm assuming that any kind of drug is out of the debate.

It really comes down to whether or not it's going to disrupt other Pokemon around the smoker/drinker. The Royal guard don't really care what you do so long as it's not disruptive. Wine is legal and getting drunk in moderation won't get you picked up by the royal guard, but if you cause trouble then it's going to raise eyebrows no matter what state you're in.
It'll be explained eventually, but smoking anything is considered more disruptive than alcohol because of air pollution reasons (bug pokemon for example could get very sick from passive smoking.)

Not really. The tip of the leaf is lit and burns kind of like incense, so it gives the illusion without her actually smoking. Tobacco is illegal in Andalusst.
