Anyway technically people can do whatever they want. However the whole reason Toby's creator gave up on Toby and creepypasta was because people did not respect their wishes. Nothing can be done about it I suppose.
Canon is like for example at the end of the Harry Potter series Harry and Jenny are together. Their pairing is canon as said by their creator.
People may not like it and they may ship their OCs with Harry or Jenny however JennyXHarry will always be official an Canon.
