One thing is your weight as well, the heavier you are, the more weight you can lift, but that's not enough if you don't exercise. For example, me and my sister have a similar height and weight, but I can lift heavier objects because I'm more used to it.
Also, men tend to be able to lift things (and people) easier than women, I'm not sure why.
Lastly, Hanji is only 10cm taller than Levi, when Levi weighs 5kg more according to Shingeki wikia. Plus, the 3DMG isn't light equipment to carry, I'm guessing, so if you have that heavy ass equipment around you and do maneuvers with it easily, I can see how someone can lift another person with ease.
