Básicamente, si te pusiera algo en inglés sería usando el traductor de google; lo mismo que tu harías copiando y pegando esto en el mismo.
Aunque entiendo algunas cosas básicas de inglés, me cuesta escribirlo; y cuando te leo a ti, muchas veces tengo que usar el traductor;
al menos, la idea siempre se entiende, aunque no sea precisa la traducción

I'm not good at explaining things, but I'll try nevertheless.
First, I'd recommend you to get a tablet and Paint tool SAI. This program really comes in handy; its stabilizer tool allows you to control your lines to make them nea. Not to mention the brush, marker and watercolor tool. Once you get used to it, you'll never stop drawing with it!
Photoshop is great for its effects options though, such as blurring, sharpening, and such. I generally use it after I'm finished drawing in SAI.
Now, onto the drawing itself.
Before drawing the lineart/outline, I first do a sketch, which gives me a general idea as to what I want to represent. After having cleared it a bit, I then proceed to ink it. The secret for having a good lineart is to work on a big canvas (like 3000 x 3000 px), that'll allow you to work better onto details, and then get also a higher quality.
I make a tick lineart for the outer lines and then lower my brush's size as well as its opacity to do the insides (like this: sta.sh/0296v01rzwrg)
As for the shading;
It's nothing really particular, I first lay the base colors, then proceed to do hard shadows (the clean cut ones). Afterward, I then use an airbrush to create a sort a gradient to give the drawing volume, for a 3D effect. Depending of the area I'm working on, I add several levels of shading (I use more than four colors for the hair, it makes it more realistic)
When you're coloring, I suggest never to choose a darker color in the same hue, it makes the drawing look flat and dull. Always toy with the color wheel (knowing the color theory helps a lot for choosing which hue to choose), that'll look way more interesting to look at.
