I imagine that's where she was chomped and she just settled naturally, but I won't rule out that she could have been chomped elsewhere and draped there for effect. Sorta like the Pacland equivalent of putting a decapitated head on a spike for all to see.

Would be a good scenario for a redo of Pac-A-Thon. Each event would end with the Pac-contestant chomped. I could imagine there's a strict olympic rule that power-pellets are not allowed during competition (Pacland's version of anti-doping), but if someone gets chomped a single power-pellet would be allowed just to restore the unlucky athlete to normal as a first aid measure. That way Pepper could get chomped in all the events!

Speaking of Pac-A-Thon, that's the only episode where Pac people (a couple of sprinters) collapse from colliding with the ghost monsters rather than getting chomped by them. Always wondered if that was intentional or the animators just didn't feel like drawing the animations.

I think it was lazy animation or poor communication. I'm pretty sure they were getting chomped.
