Well, I would argue this is a lamia. It's a bit of a grey area, but I have a general rule to tell the difference between the two:
Lamias are smaller and simply women with the tails of snakes, as well as generally land dvellling.
Nagas are larger and a bit more monsterous, and can have multiple set of arms. They are mostly water dvellers.

So from the looks of it she's a Lamia, but I could be wrong. Regardless it's a really nice picture.
