Good news! It has been revealed in a new episode: "The Party" that she IS Tobias's older sister and her name is Rachel. And she seems to like Darwin.

Its funny how a character as colorful as herself hangs around with a polar opposite like carrie and I believe her name is rachael if she is tobias's older sister according to the wiki

And then there's an even older looking girl that walks past gumball and darwin when they're on the streets earning money in "the dvd" and in the huge lone that their dad didn't want to wait in in "the end"; maybe that's tobias and Rachel's mom. :/
