Short Background:
Before she turned 13, Ruby was a Romanian little girl born in a rich family. Everything was going fine for her until Death decided to knock at the door a little too early. Nobody knows much about the circumstances of her becoming a vampire, who was the vampire who made her or what happened after the incident. She was simply reported missing and everyone including her family think she's dead (which is partly true). Rumors say that she's been traveling a lot until today, as she's been sometimes spotted in different countries across the years, but that's about it. She suddenly resurfaced a couple of months ago during an open campus day at the Halloween Academy, apparently eager to enter it.

Ruby's purpose in HA:
It seems clear that Ruby as an ulterior motive than just studying at the Academy. During the interview, she claimed to want to learn more about the world and said she was very eager to start courses. However, she then started asking a dozen questions about professor Alma, which made the teachers feel a little awkward (coincidentally, Alma was not attending Ruby's interview). It is anyone's guess what Ruby has in mind, but as long as she behaves, her previous brilliant academic record and intellectual potential give her high chances to succeed at the academy.
