Unfortunately, I don't actually think there is an easy way to do it entirely in Photoshop. I coded an entirely different program from scratch specifically for applying shaders like this to images. It's extremely rough and I don't get much use out of it, but it seemed like a nice thing to have when I started teaching myself GLSL.
