Yes it's. Just look at the movie from front view. There's a religious radical and religious totalitarian party. And a liberal from contra-state parents. And they're fighting together. And brainwash folks to join fight. And liberal wins. Religious radical dies and they blow up whoooole place. The end.

I must say it's a shame that the poster does not show the chancellor's orange teeth nor his worn leather bag of a face full of wrinkles. (I do like the actor, but it's rather unfortunate when one plays such a detestable character.)
