Description
Sometime back, I made a few pieces about the Legendary Council.
These included come locations, regulations and gadgets.
Here we have the people in charge, the Head Councillors of the LC.

There can only be 1 Head Pokemon per species, while each species has their own group of them.
Like a group of Mews, with a Mew that meets up with the other Head Councillors to decide on major choices for the LC.
