Like all in 40k . Take something from real life, make it 10 times bigger or worse, add bolter or grenade for good measure and paint it in mix of all the worse ideologies known to man. What could go wrong? ^^

These are some of the most interesting characters of the lore I think. Being able to re-educate an entire world with a vastly different culture and then reorganizing It into an economic powerhouse or whatever need is required.
