if you do, here's a head's up,
she has this meter in her health. when that all turns into white she will instantly K.O. herself in 1 hit
she has this gimmick where you need to use her neutral strong projectile (or c in my case) to reset her meter

If the game won't even open a window, maybe your anti-virus software is blocking it. If you use AVG, I can tell with certainty that it blocks ULiL, so you might want to fiddle with its settings or completely disable it.

I don't know how aggressive Kapersky is towards unknown programs, but I guess creating an entry to allow ULiL (or disabling Kapersky for a bit) is worth a try, at least.
