Black and white really adds a nice feeling to the photo! I like how the darker background is contrasting to the lighter foreground.
Composition-wise I don't really know if it's that good. You could have walked a could of meters to the left and get a symmetric image, with the buildings on each side and the car in the middle. I think that would have been better. The focus seems a bit of too. Did you use a tripod, or something else, to stabilize the camera when taking the shot? It's hard to take a night-time photo without having something to stabilize the camera, and the photo seems a bit blurry.

I see you point, but I kinda like non-symmetric. matter of taste I guess.
And no, I didn't use a tripod. I know it's really blurry and grainy, but I've tried and have so far been unsuccessful in making my night photographs not so.
Again, thank you for your honesty. Constructive criticism is hard to come by, I appreciate it.

No problem! A good suggestion is putting your camera on a flat surface when taking night photographs. It'll help a lot and make them less blurry.
And it is a matter of taste. I don't normally like symmetric photos either, but I think this one would be a lot better if it had been symmetric
