Considering that they're also brining Casey in during season 2 I think Spike's mutation might be a bit of a development arc for Raph. You know, exploring the inner working of his character and what not.

My guess is that the second season will have character arcs for Raph and Mikey, meanwhile finishing up the character arcs of Leo and April. They'll probably have the third season feature Casey and Donnie story arcs.

They kinda have to make Slash look like this for the sake of continuity.

The brothers mutated the way they did because at the time of their exposure they had trace amounts of Master Splinter's DNA on them. (I.E. Skin cells.) Where as Spike, having spent so much time with Raph, is already exposed to Raph's already mutant turtle DNA. So mutant DNA plus mutigene equals a double mutant Slash.
