I hate hate HATE JPEG, which this is saved on, but I couldn't risk messing it up to fix it.Random cat is random.

This was done on Windows XP, the new one is done on Windows 8.1.
I am honestly not sure why I saved it as 24-bit Bitmap on this one. I don't remember.

If you didn't read the description, read it now. Seriously, this is for XP, and I highly doubt anyone has XP anymore.

I have a newer version of paint and this isn't working. it's also confusing.

It isn't confusing. It's also the same on the new version of Paint. Save it as Monochrome Bitmap, then save again as PNG. How is that confusing?

Mine doesn't say 'Monochrome Bitmap'. It says BIMP*. (or BIM*, forgot already.)

That's where you're going wrong. From "Other Formats", pick Monochrome Bitmap from the list
