Description     Cipher was currently perched on the tallest building he could find that was the closest to his intended targets. In order to get things moving at the speed they’d need, he needed to make sure things were burning at roughly the same time, however he couldn’t sit around the site and just strike up a fire, or use some kind of fuse or trail. Instead, in order to synchronize the blazes, he’d hit what he could with burning arrows, and he’d spent the day dowsing the roofs with oil before reaching his perch which gave him the best chance at hitting what few targets he’d primed.
However, there were two large complications working against him. First, the distance for all but one of his targets was outside the optimal range of his hankyu, or at least farther than he’d practiced with any bow, and he’d only ever seen Yuwa hit targets at the ranges he was about to attempt, with a normal yumi no less.
His second problem was accuracy. He didn’t have proper fire arrows, so he had to improvise by ramming his arrows through oil soaked cloth, then light them via a torch held in a brazier on the side of the building, then fire them fast before things went horribly wrong.
Suffice to say, an out of range shot with lopsided arrows wouldn’t be easy and that reality weighed on him, but he did try to rebalance things in his favor. Oiling his targets beforehand meant he wouldn’t need too many arrows to light the place up, maybe two or three, so he didn’t necessarily have to worry about using too much ammo on any one store house.
And a further knock on effect was that he didn’t need to light all his arrows before firing. He had prepared all of them for the torching, but not needing to use all of them for that job meant he could simply fire his unlit haphazard arrows to range and zero his targets before loosing his lit ones, although the fire may still alter his shot’s trajectories.
Now whether or not these measures would actually make things easier had yet to be determined, and his plan was already absurd and strained enough as it was. This was just the tasteless cherry on an already very bitter cake.
-Advent From Elsewhere: The Strange New, Chapter 18-Chain Breaker Part 2

The largest fires were at one point just a spark. The most devastating wind storms were at one point just a mild breeze. The grandest of creations were at one point just an idea. Big things often have a small start.
If you happen to be looking for a big distraction though, go with a spark...
