A time of peace doesn't mean times are peaceful.
Just because the provinces aren't at war doesn't mean there isn't someone out there who means to do your little hamlet harm. After all, if the best samurai have more or less completely retired , and their replacements are arguably a mass of novices, what better time to do some pillaging?
Under circumstances like this, community defense takes up it's most direct meaning.
Luckily, the people of yesteryear left plenty behind to help with that, in on way or another, and someone to look after it.
