Yes. And in typical Hyperdimension Neptunia fashion, she is not, in fact the actual Neptune when she is older. She is just from another dimension, and just happens to look like the older version of the protagonist Neptune, and just happens to have the same name and personality.

In the Neptunia games, it is not a theory. It is a fact.
Let's break it down.
Hyperdimension Neptunia Re;Birth 1 (the game you saw me play in the stream) is in the Super Dimension.
Hyperdimension Neptunia mk2/Re;Birth 2 is in the Hyper Dimension.
Hyperdimension Neptunia Victory/Re;Birth 3 is in the Ultra Dimension, but starts in the Hyper Dimension.
Megadimension Neptunia V-II takes place across multiple dimensions, mainly the Zero and Hyper Dimensions.
These "main" dimensions are canon, and they all take place in the same timeline. However, it should be noted that it is only from Re;Birth 2 onwards do the games actually follow a timeline. Re;Birth 1 is not in the same continuity as Re;Birth 2 to Megadimension.
Spinoffs (like Action Unleashed, Blanc+Neptune Vs Zombies, Producing Perfection, Hyperdevotion, etc.) all take place in their own separate dimensions, not canon to the Zero, Super, Hyper and Ultra Dimensions.

Pretty much. The series is rather alternate universe-happy, been like that ever since... well, technically, the second game, mk2, which was an alternate universe from the original (the original being ignored entirely and basically retconned into noncanon). Then V brought in another alternate universe and had back-and-forth between the two universes of mk2 and V. Then the spin-offs all had their own little self-contained universes. And now V2 has more universe back-and-forth between 3 universes - the Hyperdimension of mk2, and the new Zero and Heart Dimensions... ironically enough none of which Adult Nep is from, as she's actually from the Ultradimension, the alt universe introduced in V. Mostly the same but at the same time slightly different versions of the same base character are rather common. Adult Nep's probably the AU counterpart with the most differences introduced so far, comparably anyway.
tl;dr This series likes using alternate universes too much. Wild West universe when? XD

It's still better than, say, BlazBlue. That has hundreds, possibly thousands or millions, of alternate realities. There's only one timeline that needs to be followed, but to truly understand everything, you have to view tons of timelines.
