I remember these guys 
From the first episode of the Headmasters Saga. They infiltrated Metroplex (or Autobot City) to steal a powerful Autobot artifact and were nearly stopped by an Autobot spy (who's name I can't recall) who could transform into a Decepticon.

Punch and Counterpunch was the spy. I think the Decepticons you're remembering were the Decepticon clones Pounce and Wingspan. Reflector was(were?) in the first and second season of the show, but they look different in this card art than they did there.

Did some more checking and I found this . It was in the first season, and probably the only time they appeared because I don't recall seeing much of them in the later seasons.
Why I thought I saw them in Rebirth I'll not quite understand

It's been a while since I've seen Rebirth and for some reason I keep remembering seeing Reflector there, or at least some transformers that could turn into a camera. But yeah, it was Pounce and Wingspan. There's no part 1 of the episode. Only this review .
