Apparently, both TOMs aren't the same robot , but what lead to TOM 4's creation is still a mystery.

The new design was admitedly weird but at least it was still Toonami with Steven Blum voicing him and hosting one of the greatest programming blocks on Cartoon Network ever.

Nothing happened to him. He got replaced by a guy called Tomino (TOM In Name Only), and was hired to do only the voice for Tomino so people would think it was still TOM.
I plan to write a story some day featuring them both as separate characters.
