Well, the Yautjas are not evil conquerors, we are not talking about the Decepticons, one is their honor and moral code, they just don't want to, plus, they don't have an unified army, as far as I know. But I guess what prevents them from having a unified military is their clan-based society, I don't think they are too unified, specially with the possibility of clan wars happening at any time.
