Well...The vector art basically is created by curves. The biggest difference between vectors and bitmap images is that vector art images can be easily enlarged without distorting the image. Bitmap art, however becomes jagged when enlarged, as the squares used to create the image are enlarged.

by drawing it using 'paths' instead of 'pixels'

you can draw paths using the pen tool in Photoshop
