Okay so for your first question I'm 16 and I believe to have taken an interest of art at around 7. And from then on it has been on and off of seriousness when learning how to draw.
Practice wise, I make a serious well thought out list of what I need to improve on. Every other day or so I take a very long time to focus on one part of that list. In this case, it is hands. After picking something from the list I get many references to practice from until I am capable of doing it well from my head. Only then I check it off my list. References from photographs, magazines, how to draws and even manga and Marvel (I LOVE MARVEL) comics. I find that it is better to have references on paper rather than live work (looking in front of a mirror) because in short, it is just easier.
Also, I take in as much details as I can when looking at other art, I try to figure out how other people would start their drawings (simple shapes) and try to implement it in my own drawings.
And at night in bed, I would practice drawing what is on my mind right before I go to sleep. To make sure that I'm drawing everyday.
I have never avoided drawing hands even though they may look bad in a drawing. But this was the first time during the summer I got around to actually working on my list. (Which is the second version of my list because I completed the first.)

hands are really tricky. And I can see that they're mostly left hands. XD

I realized that when I tried to draw a right hand on a figure. The left hand turned out nice. But the right... Not so good.
