Question: What would the council do in the event of a new species being discovered like say for example, Dwarves, Minotaurs, Giants, and Lizardmen? What would they do then and especially with this being first contact they may or may not be aware of the rules such as no contact with humans?

I think of vampires as humanoids rather than mostly humanish. Especially starved vamps. Vampires are like animals, really, when I think about it, and they become more beast-like as they have less to feed on. Some are well fed and look pretty human, while others haven't fed in weeks, months, or years, and look gaunt, zombielike, and act like beasts.

I assume some humans wouldn't be satisfied and would want to know more about the other races. would they get punished for it? or would they allow them to find out

Very interesting question. Naturally, there would be a few who would have found out anyway if it was the first scenario. People would be interested, or perhaps would find some kind of magic. If it was the second, perhaps there would be countless wars. Humanity would instigate because 'religion' or even because of differences.
