Oh it's from the game OFF. It's an indie RPG. Zacharie is a SUPPOSED merchant (which he does just that) but he's extremely self aware. He even knows he's not the protagonist in the game.

That aside, he seems to know of a hidden character, he has a theme park, and in his concept art that mortis did, he has wings and a sword. It also said he was once a hero and killed the frog king.

The batter, the person you control, goes through the whole game really...well SPOILERS 

He destroys everything, and flips a switch. 

Zacharie interacts with him the whole time acting like nothing is wrong.

It's all a little strange, and it's never explained, so there are a lot of fan theories and head canons over the guy.

I like to think he could have save the world, but didn't for some unknown reason.
