It's perfectly fine.
I received mine via wonder trade. I just got lucky and happened to trade with someone playing a Japanese game who didn't mind giving up a Ditto.
What region are you anyway? If your non USA I can get you a USA Ditto and it'll work the same for you as a Japanese or other region one works for me.
You just have to make sure both Pokemon you're breeding are from different regions and your chances of getting a shiny are greatly increased. x3

Lets see... You probably need to make a Mii first of all. That should be under Mii Maker. Unless it's called something different in your region.
After you have a Mii click the orange square smiley face towards the top of the home screen that's where all your friends stuff is. You may also have to go through your online settings in system settings.

You don't have to pay for anything related to the regular internet on the 3DS. The only stuff you have to pay for is like Netflix and Hulu+ and they ask for permission separately.
