I think that she's can be a girl who had neck lenght hair with bangs. Butbsknce she wanted to try something different she cut it by herself. But since she didnt know how to cut hair, she accidently shaved the wrong part of her head, resulting in her current style. And for that she now has to wear a hat in public so bobody could see the shaved spot in the top.
